Palestinian Constitutionalism

In most democratic regimes, a constitution is presumably drafted (or amended) and presented to the people for approval. And then there's the Palestinian Authority:

The final draft of the new Palestinian Authority constitution is near completion and will be presented to PA Chairman Yasser Arafat soon, The Jerusalem Post has learned.

After all, a constitution is never legitimate until it is presented to the dictator for his approval. :)
