At The Risk Of Sounding Like A Chick...
Does anyone besides me long for the days when NFL coaches dressed the part?
I'm not saying they need to look like your typical NBA coach, who is dressed to kill. Or not necessarily even like Tom Landry.
But Patriots' coach Bill Belichick looks like a damn homeless person strolling the sideline in his sweats. Surely the same NFL that fines players for having a sock tucked in improperly (I'm not kidding) can take some minimal level of interest in the appearance of the people coaching those players.

I actually noticed that last time I saw Bellicek. It looked awfully comfortable, but doesn't look nearly as nice as the 3/4 jackets.
Personally, though, I wish the league would lighten up on the matter altogether (for the players specifically). The whole NFL-mandated sharktooth cap craze makes me roll my eyes as well as that Bengals player that was fined for wearing a non-football-related cap.
I kinda say "to each their own"... I liked it, for instance, when the North Texas coach wore the Gallery Furniture cap. Makes things a bit interesting, though that'd probably look as goofy in the NFL as Bellicek.

My understanding is that Reebok, a major sponsor, pitches a real hissy fit if everybody doesn't have the logo plastered all over themselves (including mandatory st00pid hats.) Since coaches get a lot of air time, the polite request extends especially to them.
If I had to guess, I would say Bellicek is over-doing it to make a point about the imbecility of it. At least, I sure hope he is, cuz he looks bad.
