My guess is the nursing home understaffed, and/or the staff doesn't care...do as litle as possible to keep the paychecks coming in.
In an ideal world, families should be able to trust a home to provide proper care. Many do realize it's not an ideal world, but I suspect many people give blind trust to nursing homes.
